The volume stays modest for now because the fleet is young. The Department of Energy states that approximately 70 percent of solar energy systems have been installed since 2019, meaning most panels remain in early operational stages and are far from retirement.
Recovering Materials From Panels
Recycling can reclaim useful materials from retired modules. The Department of Energy states that recycling facilities in the U.S. can recover materials from silicon and cadmium telluride modules through various technical approaches.
Those modules also hold materials worth reclaiming. The Department of Energy notes that PV modules contain critical materials and minerals, offering potential to strengthen domestic supply chains and reduce environmental impacts by recovering materials rather than sending them to landfill.
The Cost Barrier and DOE Strategy
Economics remain the main obstacle to widespread recycling. The Department of Energy states that the total cost of recycling is still generally greater than the cost of disposing of panels in a landfill, creating an economic disincentive for recovery.
Federal research is working to close that gap. The Department of Energy's Solar Energy Technologies Office established a five-year strategy through its Photovoltaics End-of-Life Action Plan, addressing lifecycle stages from design through decommissioning and recycling.
